Stock heat sink is fine for a non performance cpu. When will this meme die. I ran stock cooler on OC i5 ivy bridge on a gaming machine and never once seen the Cpu go past 66C. And to boot I would run bf4 on high with some ultra using a 660.

Well, depends.
If you have this CPU with the included HSF and unplug the fan in a poorly ventilated case, it will throttle down under load.
However, in a well-ventilated case and a better heatsink, you can absolutely use that without a fan. You can passively cool a 130W solution under the right conditions.
My Xeon E3 1231v3 (80w) is passively cooled with a Hyper 212 heatsink. No issues.
