Windows xp could do it just fine 10+ years ago with 6mb of ram. Quick pic is an android gallery app that weights <5mb and not only plays gifs, but you can also zoom in them. Windows 10's photo app is a garbage that weights around 40mb of ram and takes fucking forever to load images. You cant even scroll to zoom anymore
