Last year there was a deal on new T530i's (i3 processor) with 1920x1080 screens for only $450. That wasn't refurbished but you'll find similar deals like that by looking through listings of refurbished business laptops (i.e. Dell Refurbished).
Even a 2nd generation i3 is great enough for everything practical you'd want a laptop for, most should be i5 though.

Would this suffice for light programming, shitposting, 1080p 60fps porn, and remotely connecting to desktop? I can upgrade ram to 8gb, and it has a secondary storage drive bay, comes with a 500gb hdd that isn't installed in the secondary drive bay, but can be without any problems, ips 1080p, 14". It's in Dutch, but even an Indian could probably navigate the site.

CPU is shit, that's pretty much a tablet in a laptop body.
Get a used 14" 2011 or newer thinkpad/elitebook/latitude, some have similar screens, and they all have much better build quality and performance.
