8 GB is only ever utilized in crossfire, 390 would struggle to make use of 4GB to begin with.
For 4K there is no acceptable single card solution, but dual 390 in crossfire is the best bang for buck both single and multi GPU wise. For CF you'd need a pretty damn beefy power supply because 390 power consumption is fucking ridiculous.
As single GPU solution 390 has better longevity due to having more VRAM obviously, but they could have lowered the price significantly if they had shipped a 4GB version which would absolutely ravage 970's asshole big time price wise.
If DX12 memory pooling receives wide spread support and is effective then 970 would be a very good bang for cuck option for 4K and potentially VR, since it requires lower power rating PSU and costs slightly less to boot.
