Remember that hardware decoding removes most software filters like debanding. Not that the RPI can use that to it's advantage considering it's an 800MHz ARM processor.

Someone else, but I don't think the version of mpv in the ALARM repo is built with vo_rpi support.

It isn't and I wasn't able to enable it while compiling without getting an error during the compile regarding rpi.h. Is this supposed to be in the kernel headers?
Also these were the options shown in the configure script for hardware decoding:
--disable-vaapi-hwaccel
--disable-videotoolbox-hwaccel
--disable-videotoolbox-gl
--disable-vdpau-hwaccel
--disable-dxva2-hwaccel

ok I built it after filing some bug reports but it's still not able to play back a 1080p60fps file without stuttering

1080@60 might be pushing it for the rpi. Have you tried overclocking?

omxplayer seems to play it fine. I just have it at 1000mhz because I haven't found settings for anything higher
