I haven't followed it in a few years, but I remember the FCC imposed some rules and verizon was butthurt about it so they took it to court of course, the FCC lost.

So then what the FCC did was using its power made even stricter rules that made the previous rules seem really tame.

I'm in Canada so I really know too much about this bullshit already,
but I can tell you that in Canada we have similiar rules the FCC is trying to get going.
ISPs must wholesale their lines out to smaller companies.
So the reality is that while only Bell and CableCo run the physical wires to my house for internet, they are accessible by dozens of companies for service.

But in Germany you have to pay the "broadcasting" fees, similar to your TV fees.
It used to be that you could pretend you dont own a TV and dont have to pay for it. But nowadays it is assumed that every household has at least one TV, radio, smartphone, computer, or anything that can access the internet, and therefore you are theoretically able to access the public TV/radio channels.
