Only other encrypted mail service is Tutanota. They have a good infrastructure BUT their servers are located in Germany. While Germany has pretty good laws when it comes to data privacy, we also all know how Merkel is loyal to the american BBC. If Obama wants the data, he will get the data.
Tutanota doesn't store any passwords at all though, so if you forget your password, you're fucked. Which is a good thing.
But if you have the necessary means, roll your own mail server.

depends on your threat model. If a three-letter agency is interested in you specifically then you should probably be avoiding email altogether if you can, and certainly encrypting everything if you can't. And paying for an email service with laundered bitcoins and only ever accessing it through Tor.
Most people don't take their defenses to that strength though. If your adversary isn't targeted NSA surveillance, just untargeted dragnet metadata collection and the like, they provide some defense for not a lot of usability cost, even if you aren't encrypting the message content yourself. If your adversary isn't the government at all, but Google and company building marketing analytics databases on you by reading your email, then again, it's the choice of provider that matters and not encrypting the content.

You can with OpenBSD. It's secure as hell by default, including the MTA itself. Just add some SSL certs, disable SSH password auth, and install Dovecot if you need IMAP. Use full disk encryption and use hardware without the Intel management engine and you're golden.
