Which cooler should I get for a 5775C?
Also I can't tell if I should get a 5775C or a 4790K. Various sources claim that the 5775C is actually weaker, but the benchmark at the bottom of this page shows the 5775C performing better at stock voltages: http://www.maximumpc.com/intel-broadwell-dt-core-i7-5775c-review/
I'm not getting a skylake because of reports about it bending and also because it supposedly does not support DDR3 RAM properly: http://wccftech.com/skylake-does-not-support-ddr3-damage-ddr3l-only/

It depends on your gpu for the most part. More powerful gpu == larger power usage. If you have a low power card/integrated graphics 400 W is perfectly fine, otherwise you'll need more power.
