You can upgrade it to other chips in the series, but unless you have a really shitty i3 it defeats the point of the thinkpad: Thinkpad is what you buy to have a cheap as fuck computer with good specs. Replacement processors are expensive by comparison, an i7 may cost more than half of what you originally paid for the laptop.

I have a core i5 2.5ghz t420 and it runs flawlessly. Maybe your problem is something software side, perhaps your OS is throttling your CPU or some shit.

Are you monitoring the heat on the cpu? Maybe it's overheating and throttling to protect itself. Might be a fan issue. Also if you just installed Windows on your thinkpad keep in mind windows update is a resource hog the first few days after installing.
