Grab a e5450 (e0 stepping) better performance , lower power draw and it's also decently overclockable.

ANYTHING can run Dota 2 at decent framerates. My fucking dinosaur Acer with a 520M can do 40-50fps on low-medium, and that was not even an entry level gpu when it came out. I'm pretty sure 5000 series of Intel HD graphics could get you 60fps on medium, so any modern dedicated gpu will max it out

It's pretty easy DESU, there is a fairly big list of supported mobos and cpu should cost about the same as q6600.
You can go with a premoded cpu , in that case you'd just have to add microcodes for said xeon to current (or newest ) mobo bios , flash it and you're good to go.
e5450 is bassicly a better binned q9650 with lower power consumption, so tis a noticeable step up.
