I can't get my ports open... I got everything set up but it always says connection refused when I test the port on canyouseeme.org

What OS? Does the OS currently have 192.168.0.247 assigned? Is there a firewall on this OS? If so are these ports allowed on your local firewall?
You also have UPnP enabled by the looks of it which should be doing everything automatically anyway.

make sure the application using the port is running so they can ping you

Disable windows firewall and try. I blame windows.

Not OP, but my ISP are blocking all ports. Does it wake suspiscion if I request them to open all port and handle portforwarding myself?

OP, I am actually experiencing the same issues, tried to open ports for a game of Victoria: Revolutions, but it's not working. Everything is set up correctly. Have you called customer support yet? I'm thinking of doing it some day.

I bet OP has two routers and is only forwarding ports on the slave of the two without accounting for the master.
OP do you have a separate modem before your router? It could be blocking inbound requests
