They actually do something along those lines. Not just with GPUs, but also CPUs. Not every chip they manufacture is going to be perfect, so if something has too many defects to be a full-fledged 290X, they cut off a few units and brand it as a 290 instead.
Hell, there have been CPUs on which you could literally unlock extra cores that were found to be unstable during the manufacturing process (or they were switched off in software because there was a higher demand for the quad-cores than the hexa-cores).
