Nah, IceCat used to be called IceWeasel, but they they renamed it to IceCat to avoid confusion with Debians IceWeasel which is basically just a renamed firefox with security fixes.
IceCat isn't as much of a fork as Palemoon, but it's a GNU/free as in freedom fork that removes any proprietary drm stuff and comes with LIbreJS.

I use palemoon and I think it's meh.
Almost no plugin support, google docs doesn't work, fails to open properly sometimes, gets slow as fuck after a while and have to reboot, etc.
