How's the 9.2 final working on 4S? I've been watching some comparative vids and the newest ios seems to have some major speed improvements from what I've noticed. Is it worth it? I miss a lot of apps that I was using but are now set for ios's from 8 and up. I'm currently on 7.1.2.

Never update an outdated device. Rule of thumb is only update one iteration up.
If your device was designed to run Android 2.3, only upgrade to 4.2/3/4. Don't upgrade to Android 5 or 6.
