Use Fortran and a Fortran compiler.

For python you can use py2exe. For C you use MinGW GCC, for C# whatever Visual Studio does to it and for C++ both MinGW and VC++ compilers work.
Then you start decompiling and snooping around Windows for vulnerabilities and hope they don't get fixed on Patch tuesday. Use a bit of social engineering to get the dumbasses to install the exe.asdfjlafo.pdf(RTL OVERRIDE) you've made.
