You're pretty fucked and you need to reinstall windows 7... Literally the same exact thing happened to me, wouldn't let me reformat hard drioves even when booting from install disc. You'll need to format the drive through the command prompt. Google should help there

You can't use CMD to format the drive the running OS is installed in. Use the Ubuntu Live CD/USB, open a terminal and format the drive (Google "how to format a drive via terminal" if you don't know how).
