Depends on what you're doing for said PC.
Say you work with VSTs and DAWs, a high end graphics card would be useless, whereas a CPU with high clock speeds and a large cache would be far more useful. RAM with very low latency also helps.
If you play vidya, obviously a high end GPU and CPU is needed, but you don't need as much RAM because the majority of vidya don't use more than 4 or 8 GBs. 16 GBs of RAM should be more than enough.
Video editing requires pretty much everything to be top notch.
Then with HDDs and SSDs, using a SSD for the OS is always beneficial, and you always want your HDDs for storage to run at least at 7200 RPM. But I would recommend putting your more resource hungry applications on a SSD.
But if we are like you and just shitpost on image forums, we just need Windows XP 32 bit (SP1 of course) with an AMD Duron CPU using an integrated motherboard video card utilizing several WD Green HDDs in a full tower.

Top of the line xeon, faster the better. More cores the better. Start with the best motherboard for accomodating the cores. Load it up with the most memory you can. SSD. and an additional for virtual memory.
