Currently using CM JetFlo 140mm and they're fucking jet engines at 1500rpm, and not really quiet at all at 1000rpm

140mm fans are kind of sucky like that, even Noctua fans. They're all loud once they reach 1000rpm.
Best way is to get a low-rpm pwm fan and tune down the speed even more.

Most likely not. The sound profile of fans don't change much at the same rpm due to physics. Good quality fans like Noctua allows you to run at very low rpm without ticking sounds or just plain stopping.

You could just find a low rpm pwm fan, then tune it down to sub-1000rpm level with motherboard fan control. If your radiator supports 140mm, it's still better to use 140mm.

120mm will cool less for the same RPMs or need to run faster (more noise) to the same cooling.

I've got the Cougar 140mm PWM fans and they're pretty silent. There's PC websites dedicated to silent builds though so check those out. Or you could just make a fan profile on SpeedFan or something and set it how you like.

I have this scythe slim 120mm fan running at 1200rpm and it's super silent though.

I have no idea what causes a fan to be loud, rpm? size?

At 1200 RPM a 120mm fan likely isn't move much air. If you don't care about CFM (the whole point of fans) then sure use the scythe. Unless you're buying a really crappy 140mm though it will always be more better than a 120mm, just by the nature of being larger.

Higher RPM more noise. 140mm have higher CFM than 120mm at the same RPM due to their size. Obviously there's build quality; a $5 140mm is going be crap compared to a Noctua 120mm, but we're talking apples to apples.

rpm (motor sound) and turbulence caused by airflow (affected by size and thickness of fan). The reason your scythe slim fan run quieter because it's pushing a lot less air, therefore less turbulence.

But you still want larger size to make the most use of your radiator. Therefore get 140mm fans and tune your rpm down to 500-800rpm.

This is the Nepton 280L and that's what it exactly sounds like in my system. Is this even normal for 140mm fans.

What kind of rad do you have? The ones that come with AIOs are high FPI aluminum ones, aka shit. I've got the H240-X which has a low FPI, copper (better conducter of heat) rad and my rig is never that loud because it doesn't have to push that much air through the rad.

You're going off some preconceived notion of what a good sounding fan is, without comparing it to anything else.

5 bucks says the 140mm fans are ball bearing and the 120mm are FDBs. Either do some research about fan types/size or just pick the best reviewed 140mm fan. Remember why you're getting fans in the first place. It isn't about noise, it's about cooling.

I don't see why you're educating me about fans.

I was replying in response to OP wanting to run 140mm fans at the same rpm as 120mm fans because he had the expectation that 140mm fans has the same profile as 120mm fans when he could run it at lower rpm for the same cooling.

Then yea, the Noctua's well probably be your best buy. I paid like $15 for my Cougars and I'm pretty satisfied with the temps/noise even at 100%. Using 4 so there's no way I'm blowing $120 on fans.

Noctua's are the best. But if you don't like the color scheme I would recommend EK vardars if they ever get in stock. But noctua a14 PWM are the best case fans currently bar none. Just check out this graph >>51854831
