Get a SFF and put it however you want it.
Towers allowed for more options as to the number of drive bays without changing the basic footprint. Video cards also got too big for horizontal to be useful. A Tandy 1000 TX was getting too big to be a monitor stand at 5.5 inches high. For comparison, a Corsair 200R is 8.3 inches wide.
