ACDSee 2.43 Classic.
The only legit successor I've found over the years was a korean-made viewer called Imagine Image & Animation Viewer, which can do most of the same things but has unicode, x64, and archive support on top. However it does a few things different when sorting, so it's better for archives but worse for image folders.
Windows Photo Gallery from Windows Live Essentials works nice. I use it on 10 because the Photos app is botnetastic.
