By "handle 4k" I assumed you meant games, because actually just powering a 4k display for desktop usage isn't hard at all. Intel integrated graphics do it just fine.

The only game I haven't been able to play at 1440p at the highest settings this year was Witcher 3, which still ran at 1440p/60fps I just had to turn off hairworks and tweak a few settings. Nvidia's little game setting optimizer sets the resolution to 1440p in every game I've tried it with and I have yet to actually be forced to go to 1080p.

How about low input lag? I was looking at some ASUS monitors and there was one within my budget, but a lot of the reviewers were complaining about input lag being too high for competitive gaming.

If I buy a 144hz "gaming" monitor can I lower the hz?

Even IPS displays are hitting 5ms response time in the $150 models. TN panels are already 1ms response time. Any reviews about "input lag" are either placebo or someone who doesn't understand the difference between lower Hz and input delay.
