This is a common problem that occurs when the capacitor is losing it stored energy.

No, they are glued with it together so they don't move.. Also they glue any coils with that stuff so they don't whine.. If a bit darker stuff comes from top of these kind of capacitors, that means they're toast.. Usually it doesn't happen tho, they just boat on top and stop working..

Capacitor's main function is to store energy temporary, I don't see how is it feasible if weird grey goo comes out every time it loses energy.
