After briefly reading up on the Mysore rockets they seem to be the first European exposure to them being used as long range artillery. Being metal they could fly further then previous types of rockets, up to a mile and a half or so. The indians also used them to great effect.
But that's a far cry from saying "India invented rockets". It's not even remotely accurate to say they where the first to use them in war.
