I figure the budget's gonna look like $400ish total. At this point, I'm just not sure if it would be better to go for the gfx card, or try and upgrade things like the motherboard, cpu, SSD, etc.

You need to look around better OP. You can get legit W10 keys for like 40 euros (or legit 8.1 with upgrade for 30, but why the hassle for 10 bucks?).
With the savins you could buy a cheap SSD as system drive (just don't get a fucking kingston v300).

Just get a new graphics card. You have an unlocked i5 that's water-cooled. If you can get away with like a 97p and another 8gb of RAM. That'd be perfect. If not, a 970 is still the way to go. I'm sure if your parents have that budget your l get 40$ from an aunt, uncle, grandpa, etc...
