Snowden is extremely lawful good, not chaotic good.
He has a personal moral code that he absolutely refuses to infringe upon, which is why he did what he did. Lawful good refers to having a personal set of ideals that one ALWAYS follows in order to do good, not whether one follows the written law of the land.
That being said, someone who is chaotic good tries to be a good person but in ways that aren't heavily structured by any sort of specific moral code.

His ideals are not really communist though, he has some odd spins on different things.
Since he is against "protections" of software by licensing, he is essentially making it so that everyone has what they need, which is in the communist ideal, but he does not favor ownership of any real sort, so is not centralized like the political ideal normally is understood
