Because in addition to subsidizing the phone over the plan the carrier has decided to lock you to their network. On the bright side, carrier locked phones are cheaper so if you're using a compatible mvno you can just get a carrier locked phone.
I'm using an AT&T locked Q10 on Net10 network. Even if I decide to switch to an AT&T incompatible network, the price of the phone + $30 to unlock it is still less than the phone unlocked. I hear AT&T will unlock your phone after you've spent six months with them. If this is still true I guess I could just rock a GoPhone plan for a while then save the $30
