Depends on what you mean. If you want a sex android, we probably already have the technology, but nobody sells it because of stigma and expense. If you want an AI that's inside a sex android, that will be available as soon as we develop AI. We'll probably get AI by 2030.

The basics. Get something like an arduino and start building very simple computer controlled robots, then work upwards from there. Watch robotics / engineering youtube channels. Learn from them. Engineers are more than happy to spout about their knowledge for days on end.
