i want modular and semi passive, from a good manufacturer so i wont have to deal with any bullshit like coil whine. 10 years warranty on it is a huge plus too. and price diffirence between 550 and 750W isnt so huge either - less than $20 converted from my local currency. can't find 650W anywhere but i guess it'd be priced somewhere in the middle of them.

Just how cold is your room? Going by your SSD temps I would guess around 20c, in which case unless you have a radiator on that CPU running outside that temp is nowhere near accurate.

What coolers are on them? I notice you have two different brands so perhaps they're reference coolers, in which case I wouldn't be surprised they run hot. Mine are both watercooled (along with the CPU) but when I first got the second card it had a reference cooler on, thermal throttled like a bitch even though it was on the bottom and had case fans feeding it cool air (could've turned the fan up but fuck that noise).

Unless you have a phase change cooler or a radiator outside your house it's physically impossible for your CPU to be below ambient temperature. Now, your CPU is going to be at least 5c above ambient with that cooler, bare minimum, and if your room is 8c or colder that's just ridiculous (I don't think ACs can even get that cold, you'd need to have all your windows open on a cold winter night).
Now, if you honestly think that reading is accurate you need to ask yourself why your SSDs are running hotter than your CPU and 13-15C+ over ambient.

Because my cpu is contected to a Closed loop water cooler with a 24cm radiator with the fans blowing out of the case. and the case has 3 fans drawing air from the front,side,buttom, with a air vent in the back of the case. those the air flow goes into the case, the termal heat from the radiator is vented out of the case. cold air streams inside the case cools.
so the cold air stream all goes up into the radiator fans cooling the radiator. those the air speed cools the radiator below room temperature.
