This shit won't go away. I've tried using the Defragment and Optimization tool, as well as the registry editor, but it's still showing up. I just want to move my files around.

Weird as fuck. Did you install anything that might have done something to the Windows shell? (classic shell etc). Try opening the folder in cmd and run del [filename] and see if that works.
This is why I don't install those Windows "shell extenders" unless absolutely necessary

That seems to delete it. But then it reappears later. It's happening to all of my files.

It's an HDD. Every file I've tried moving/deleting is acting this way.

Try making a backup of important files and formatting the drive, maybe that'll solve the issue?

I remember someone fixed that issue by downloading api-ms-win-downlevel-user32-l1-1-0.dll
Apparently it got deleted at some point.
