i5 = "normal price", mid-range performance
i7 = expensive, high performance
Normal people don't know what the # of cores/threads or clock speed means other than some general notion that "higher is better". They don't know what the SKU suffixes at the end of a processor's model# mean (the "K" at the end of 4690K, or the "U" at the end of 6567U). They don't know what TDP means and don't know what the L3 Cache is... All that shit is just noise to them so Intel came up with i3/i5/i7 to give normies some sort of idea about what they're buying. To most people, i3/i5/i7 means little more than low/medium/high.
