Not them, but I've always felt that gcc is easier to use in Linux. You have to go through a few more hoops to get it to work on Windows. Not that installing Linux to program in C isn't a hoop, but using Linux does allow for easier expansion I feel so it's well worth it.
But I would say just go for Debian if you're wanting a more instant gratification distro.

Getting GCC to work on Windows can be done with a simple installer.
Getting Unix shit to work on Windows does require jumping through hoops. As long as you recognize that unistd.h and all of the sys/whatever.h shit is not a part of C, then you should have no problem with GCC on Windows.
