ooboontoo is allright, use less res-hungry DE (xfce, lxde, lxqt, mate etc)

Install cpufrequd and cpufreq-utils to play with cpu frequency governors.

Also, there is a sqt for a good reason.

Debian Testing/Stable, with a light DE like LXDE or XFCE.

If you want, you can use a WM like Openbox or Windowmaker, too.
