Hi,
pic related, I have the same problem like the guy who took the screenshot.
It's the same problem with every video player I try to use. (Windows MEdia Player, VLC), even Youtube, Pornhub and co don't work the right way.
Any suggestions?

Seriously though if changing your DPI settings has no effect then something is fucked, would be my guess.
Either preform a repair or reinstall of windows,
It's a completly new system, bought the whole thing two days ago.
