No, AMD recommends 500w for the 7970, but your CPU is pretty high TDP too, coupled with a few devices and PSU aging you're going to hit the limit very fast.
A 8320 + 7970, 4 sticks of DDR3, 2 USB 2.0 devices, 3 120mm fans, 1ssd+1 7200RPM sata would give you a load wattage of 425W, that is pushing it on a 500W PSU, sure, it'll run in the beginning, but for how long?
If you have more devices than the above listed, then you're going to run into power issues, adding just 1 DVD-RW to the above pushes the load wattage to 455W
You better have one heck of a quality PSU if you're skimping and going with 500W
The PSU should be able to handle the CPU and GPU under load + at least 100 additional watts of headroom.
The 8320 has about 180 watts of max TDP and the HD 7970 has about 300 watts of max TDP. Together they can consume 480 watts of electricity if both are under very heavy load.
So technically the CX500 CAN provide the watts needed to power both devices. Most vydias won't ever stress the CPU/GPU this much and on average both will use less than 400 watts. So for average use or only stressing one component at a time, a 500 watt PSU is pretty safe to use.
However it would be better to get a 600 watt PSU in case some day you stress both the CPU and GPU at the same time. The 100 watt headroom is advised because it limits how hot the PSU gets and therefore gives it a longer working life.

I really wish companies would label what teh max power draw is for their products. The 8320 can consume 180 watts like tripfag said and it's labelled with a 95 watt tdp. The labeled TDP is virtually meaningless.
