Below 650€ you are only gonna find laptops with integrated graphics, at which point it doesn't really matter much what he gets. He can run gmod and CSGO on those only because they are potatoe enough for his potatoe performance, but it wont be a good experience. Low powered PC's issue isn't the low performance, its usually that they are not stable in the little performance they offer. I was in a similar situation once, I didn't mind having 25 fps in LoL but it would often dip down to 5-10 fps and that was really frustrating.
Just scour around for local deals on any Lenovo, msi or asus if possible with at least a 850m, 860m, 950m or 960m nvidia graphics card and see if he can afford any of them.

My Dell XPS from 2011 had an i5 and GT 525m and it played TF2 fine. I would get something with a GT 540m or anything from the GTX line and your friend will be fine.
