Whoever has the best deal of all the merchants on pcpartpicker plus a few other smaller ones like jet.com.
Newegg is king for the most part though, amazon is good and often has good prices but you just can't believe their savings system as they put the "original price" absurdly higher than the standard offered at other sites.

I did a build this summer and everything was the cheapest on newegg, with the exception of the case which was much cheaper on amazon.
