It's better than Project Fi if you want a family plan since Fi doesn't do family plans, but it's not applicable for an individual.

No actually it also applies to any prepaid plans with LTE data of 5GB which includes the $30 dollar plan.
I streamed Netflix tethered through my tablet for a few hours and my data usage did not go up at all.

Closest thing to that is my current plan with wind which is the same $30/month with 5gb but wind's network is so shitty that its not even worth it. I'd gladly pay the $30/month for 1gb with google if it means getting a signal at uni or in my basement.
