It stores all installers in there, just to be sure the uninstall process needs them. Updates too by the way, that's so you can't just delete it.

It's much easier for microsoft to just store everything there than have their FLS lines busy because people can't uninstall their shitty programs they installed
It's easier for the users because they don't need to keep track of their installers
It's easier for HDD manufacturers to sell their products when users run out of space to store their windows installation
