DownloadManager.exe is known malware. Pretty much all download managers/throttlers are for that matter.

Adware and keylogger. It'll also cause system instability. It comes with MyDownloader.App, Media Pipe Download Manager, and Zoom. Probably others too, those are just the ones I know for sure.
