Blown caps are easy to check. Do that before changing the PSU.

Who manufactured your PSU?

If you don't know, then it's probably your PSU, replace it with a good one like a Seasonic. I've seen cardboard and bare wires in some of that OEM Shenzhen refuse. Horrifying stuff.

Check for bad capacitors on both the motherboard and inside the PSU. Do you have a multi meter? If so check for voltages whilst trying to power up.

Not always. Buddy of mine got a hp desktop in 07 and had random resets from day one. Neither hp support, best buy repair service or w/e and a private pc repair place could figure it out. I test each stick of ram one at a time and it turned out to be the third ram stick. The board never beeped and Windows memory diagnostics never detected a problem. After removing the one stick he never had a problem. Best thing you could do is swap a working psu into your rig and see if it works.
