Hi /g/, got my eyes set on a 4k monitor mostly for programming, and sporadic gaming but terribly confus by all the words thrown around: freesync/gsync, IPS/TN, ...

So, what's the best 4K monitor for these purposes and do I need a GTX 980 Ti to run this or is it overkill?

Freesync - ATI
GSync - Nvidia

IPS - Color accuracy/Quality display
TN - Rice & Gaymen 144Hz Tier
>>
For gaming, yes a 980ti is pretty much required, get a TN if you don't really care about gaming and want to save some money. Ips looks better and is generally more expensive

If you want to play AAA titles (Witcher 3, Fallout 4, Blops 3, GTAV) even the 980ti will struggle to make acceptable 4k framerates. If you're just coding, any card capable of 4k output will perform just fine. The newer intel chips can render 4k without any issues even.

What size do you need? I have been studying up to buy one myself.

Go learn about all the acronyms.
Make an educated decision.
Come back and ask again.

For 1:1 workspace:

1. AMH A399U
2. Philips BDM4065UC

Depending on where you live. AMH is a good Korean version of the Philips (same panel) if you don't have to deal with huge import taxes.

I'm looking at 28"

For UHD monitors there are IPS, PLS, and TN. PLS is a mix between good color accuracy, viewing angles, and response time.

G-SYNC is made by NVIDIA. IIRC it only runs on NVIDIA GPUs. It makes the monitor only refresh when a new frame is available from the GPU. FreeSync is pretty much AMD's version of G-SYNC.
IPS monitors have better colors and are more beautiful overall but if you are on a budget and have not used an IPS monitor before you are fine with the standard TN panels. If you're going to do 4k you're probably not going to listen but I'm just saying that it's not the sweetspot right now. I'd personally get a 2560x1440 monitor or buy 2 1920x1080 monitors - one of them 144hz G-SYNC for gaming.

If you don't mind going 1 inch smaller the LG 27MU67 is really cheap now and has free sync.

Decent response time and 178 viewing angles. Only 16.7 million color support I think though.

Oh wait there is a 28" version, and it's cheaper.
