It looks similar to a mid to late IBM era or Tandy machine, though it looks like the monitor is running Amiga OS. I would think it would be good guess that its an MSX variant since its what kind of computer you would find in MGS V's region and its probably the computer that the devs are most familiar with, especially Kojima, who developed games for the MSX platform way back when
