Could be both congestion and also distance from the exchange. Upload on adsl2+ usually stays fairly consistent. My brother is on adsl2+ and gets around 8-9mbps (1-1.2MB/s) when he's lucky despite being quite far from his exchange, however with netflix and all his speed has dropped to around 750KB/s or so during peak times.

Oh yeah that's what I meant, the optic fibre modem I have only outputs 100mbits on it's ethernet port.

Maybe the fibre in is rated at that too, wouldn't make much sense for it to be faster considering the ethernet cable is the only output.
