Wrong. That setup would be more than capable of playing those two specific games on those settings. I ran GTA V on a mixture of normal, high and very high settings on a fucking GTX 570 and Fallout 4 isn't demanding either as long as you turn god rays down to low, since it's based on an ancient engine.

The last fx procesors of AMD. They are kinda old (3 years) but they have pretty good performance against the new intels in realistic matchups.
If you can find it cheap, go for it. If not, try to find used sandy bridge (just not buy the unlocked ones. They probably have been overclocked for too long; that kills them more rapidly)

I'm a horrible cheapskate so I only upgrade my PC like maybe every 4 to 5 years for games. I use a Phenom II x4 955 and a 6850 HD, haven't upgraded shit since 2011 (and I use an older mobo that doesn't support DDR3).
Now, at this point I don't have many choices for "cheap" if I want to play newer games. I either have the choice to buy a PS4 for 200 bucks (from a reliable friend) or build a mediocre gaming PC. But right now it feels like any cheap full upgrade (RAM/CPU/GPU/Mobo) will be severely outdated even in 2 years. They haven't been able to make a new "Crysis" in the sense that you have something that's amazing for the current day, yet the requirements are still higher for shit like FO4 which doesn't make much sense to me.
What do you think I should do at this point?

Wrong. As long as games are being made with consoles in mind then even mediocre PC's will last for quite a while.
And don't give Hardware Reqs too much credit, most of the time they are overblown out of proportion and are not even close to reality.
Heck, most games nowadays recommend a last gen i7 when you can actually run them decently on a fucking high end Core 2 Quad. That should tell you something.

I'm more concerned about the ability from developers to optimize console ports. Arkham Knight and AC Unity are examples that come to mind, in my opinion they shouldn't really be as taxing as they are. I sometimes think "well, I'm not going to play these games in particular, so why do I care?" but then something comes out I'm actually interested in and it turns into a resounding failure because whoever was in charge of porting that didn't understand that people don't usually waste more than $1000 on a gaming PC.
On the other hand something like GTA V runs surprisingly well for what I expected. My piece of shit PC is able to sustain more than 30fps as long as I'm alright with its lowest settings.

my i5 2500k is still rocking and I'm doing fine. GTA V was a stressful game on CPU due to the amount of traffic, pedestrians and general fuckery going on at any given moment and my system took it just fine, even with everything turned up to large crowds.
Fallout 4 is going fine as well, running around 45-50fps in high (280X) indoors and 40fps outdoors, but I think that's more related to the GPU than CPU. You don't need much CPU for rendering stagnant wastelands and a few houses with not much going on in them.
