It depends on what you consider an OS and what "your own" means.
Most of us here could probably build a custom distro, a few of us might be able to write a bootloader or similar.
Beyond that, probably not.
Yes. I've ready Andy Tanenbaum's OS design book.
you cannot make an OS without knowing how a half adder is or knowing discrete mathematics.

Writing a good bootloader is hard. Writing a functional one is pretty easy.
