I've used nearlyfreespeech for a long time. I don't remember why I started, and it is weird as fuck, but I've never had any issues.
It barely fucking matters who you buy your domain name from as long as it isn't godaddy. Namecheap and Gandi are often recommended.
For a small personal website you should just host yourself or contact a freelance web designer and pay them to set you up with hosting.
You should *not* get your domain name and hosting from the same company.
make your server.
all you need is a dedicated connection (eg. your cable connection), any computer and apache.
point your site to your ip
