Buy some MR series open mesh 802.11ac units and implement per-client throttling from there. OM stuff you can manage from the internet entirely and its easy to shut abusive users out if you need to.

Make sure you have at least 100mbps downlink to play with, though, or all your clients are going to flood your internet link and it'll all be over before the wireless becomes a bottleneck.

Don't use an extender the ubiquiti APs use a controller and can create a mesh network.
The APs should work well for you but your going to need a few (no more than 30 people an access point if you can help it) in the whole area.

Anyway, based on the conversation here and thinking more, my goal is getting some kind of router setup that switches between different lan ports depending on performance. One would hook into a cable internet connection and the others might be 4g routers.

Then I need to disperse a few access points with something more hardcore than a walmart linksys. http://www.xirrus.com/product/xr-2000-series/ is what I'm researching now, wondering how well extenders will work with it.

In your case go with Aruba's. Cheap and if you configure one all of the others on the same subnet will be configured with the same SSID/Encryption. Also make sure you get the iAP models. The AP models don't come with this feature.

Electrical engineer here here who designed some enterprise level high density Wireless LAN clients.
There are some essential factors you didn't specify, such as:
1- The area.
2- The budget.
3- The intended use of the service ( bandwidth, protocols, frequencies, SLA needed, etc.).
4- The bandwidth needed per application ( like : Web - Casual : 500 Kbps, streaming: 2-5 Mbps, etc.)
However, user density is the critical one here, and the connection characteristics per user is a challenge for a small area.
AP is typically placed in such areas ( high density ones), and a WCS (wireless controller system) is need too (pic related)

I'd suggest to use 5GHz for high user density in a small area, due to high spectrum and the resulting bandwidth for a theoretical single clients increase.

other factor also to consider in your design is:
1- Calculate Aggregate Throughput.
2- Co-channel interference.
3- Use Dynamic Frequency Selection (DFS) channels.
4- Antennas design ( placements in [ceiling, under floor,walls,etc ], gain, MIMO,etc.)

And finally optimize the whole thing by some spectrum analyzer in your survey.

1. The main room is about 102,000 sqft of column-free space. The adjacent room is somewhere around 40,000 sqft
2. I have about $3k to work with, but might be able to push to $5k if I need to.
3. Just bandwidth for services at the event. Highest stress point should be people reloading pages to bid on auction items and participating in live asks.
