Probably too late for RMA, I got the thing back in May. It's fine, it's still faster than a HDD. I went from a 120GB 830 to a 250GB 850, so once there's a reasonably priced 500GB, I'll just replace it with that.

Well the thing is my PC still boots nice and quick, and some other, heavier software like Premiere or After Effects open fast. It's just Steam for some reason, even after uninstalling and reinstalling a few times, it still opens super slow. Sometimes I'll click on it and then go take a piss, and when I come back it still hasn't opened.

Seems more like it would be a software issue. Have you benchmarked the drive at all? Check in Samsung magician, you can test it within that. Any S.M.A.R.T errors at all?

Either Samsung or what I personally prefer is the Crucial BX100, I have one in my laptop and a last year version, the MX100 in my main PC. If you are looking for reliability at a low price nothing will do a better job.

sounds like the difference could be down to internet. steam isn't a good metric for testing load time because it has to communicate with the steam servers before it can fully launch.
