How much of a difference windows 10 actually makes for AMD driver CPU overhead?
I have an FX-8350 at 4.7GHz with a 390X and I get CPU bottle-necked even in properly multi-threaded games like Crysis 3 and GTA 5.
Would taking the Microsoft bait and joining the Windows 10 botnet actually help significantly due to WDDM 2.0? Or are the gains in the lower than 10% range?

I gained almost 10fps on my i7 860 and gtx 670. But then nvidia drivers started fuging up so I sold the 670 for extra money.
I'd say if your cpu is a bottleneck just get w10. There's a script someone uploaded that you just run(bat file) that debloats w10 and improves performance even more.

You must have lower settings. My 8350 is unable to maintain 60fps reliably with max draw distance (no extended draw distance). And its running at 4.7GHz.

If the cpu is the bottleneck, changing the settings shouldn't affect fps much. In fact, on a cpu bottleneck you might see slight gains at higher settings and higher resolutions.

Some settings will put a strain on the CPU. Draw distance is one of them. The more objects, the more draw calls, the more CPU cycles needed.

I upgraded all my devices sans one to windows 10. Gave me an extra 4-7 fps on my laptop with an i5 3230m and hd 7670m coming from w8.1, gave me an 8-11 fps boost on my desktop desktop with an i7 860 and gtx 670 coming from windows 7.
It just works better.
And if you don't like it you can just downgrade? A fresh install is always nice for smooth performance. Backup, update, enjoy your better performing system.

Around 70% when frames begin to drop due to the CPU in GTA 5, closer to 80% with Crysis 3. No core sticks out though, they all have roughly the same usage.
It does make me wonder what kind of CPU bottleneck I'm hitting, and if faster RAM could help.

Ive always wondered this. I have a 2500k @ 4.5ghz and I feel like its becoming a bottleneck for games. This rig is like what 4-5 years old now? I have a gtx970 meme edition and I still get reduced frame rates in certain games and don't think I can even crank up all games. Granted it probably has a lot to do with drivers and whatnot.
I remember when Tomb Raider came out it was developed with amd and I had two gtx460's in sli and I had to turn it down to like medium to barely get 25fps. I beat the game like that, then literally like a week later nvidida releases the updated drivers and I go back into the game and am getting like 80fps with everything on high.
But yeah, idk if this cpu is bottlenecking or what. How can I check this other than using the cpu uptilization monitor during gameplay?

Since I don't actually get 100% CPU usage, I think I'm hitting a cache/branch prediction bottleneck, in which Bulldozer is know to under-perform at.

If you have updated drivers the vram shouldn't be an issue.
Make sure there are no parked cores, and in what games?
Older games rely more heavily on single thread performance, newer games (2012 onwards) should be fine for the fx processors.
