1; is it above adequate performance-wise still?

2; did I get a good deal? 1650 all together

Yeah that's definitely a solid deal for what you've got there. The GPUs will be a bit lacking in texture-heavy titles because of the VRAM limitation (you have 2GB, at least until DX12), but the rest is good stuff assuming that loop isn't filled with algae.

yes, though I'd sell 16 gigs of ram and the 690s and buy 3 290s to sli which will perform way better because nvidia sli scaling is terrible so your third and fourth card don't do much anymore
even if you don't care to optimally make use of the stuff you bought, yes, this is a good deal
